In 2013, Vermont lawmakers passed Act 77, the formative piece of legislation requiring proficiency-based graduation requirements for Vermont students. The shift to proficiency-based learning was also a shift towards educational equity. In a well-functioning proficiency system, curriculum, instruction, and assessments are all aligned to learning outcomes that are rigorous and clear. The clarity holds the keys to creating more equitable access; students know exactly what the teacher expects them to know, understand, and do within each lesson, throughout a unit, and over a course of study. The Integrated Curriculum provides a pathway for teachers to expand access to their curriculum so that students from any background have entry points for demonstrating what they have learned and what they can do, all while utilizing the Vermont Proficiency Based Graduation Hierarchies and Transferable Skills.
