At the Great Schools Partnership, we define educational equity as ensuring just outcomes for each student, raising marginalized voices, and challenging the imbalance of power and privilege. We have spent many years working toward these goals—at all levels of the education system, from the classroom to the statehouse, providing school and district coaching, professional development, and technical assistance to educators, schools, districts, organizations, and government agencies.
During that time, we’ve relied upon the insight of our Board of Directors to keep our organization as vibrant and impactful as it is. We’re very excited to share the newest members of our board—people who bring a diverse array of experiences and expertise to the table and who will help GSP thrive for years to come.
Isabella Borrero — Director, Public Health Laboratory, City of Portland, ME

Ms. Isabella Borrero is an enthusiastic and experienced public health sciences professional, and highly motivated to improve health and education in Maine communities. Her track record includes working and volunteering in public and academic settings and her education includes two master’s degrees. Ms. Borrero is also bilingual.
Previously, Ms. Borrero taught for ten years at the college level. She also managed and grew a medical microbiology reference laboratory, worked on the development of bachelor and postgraduate students, led multidisciplinary research groups, and won several awards and had several publications.
In Maine, Ms. Borrero worked and volunteered for more than a decade as a medical interpreter and translator, and as a community health outreach worker with emphasis on the Latino Community. From 2009 and continuing to this day, Ms. Borrero is the City of Portland’s public health lab director for testing, diagnostics, and data reporting for sexually transmitted diseases. Ms. Borrero has also been a board member for the Greater Portland Health since 2019.
Ms. Borrero has served on the GSP Board since 2024.
Stephen Bowen — Executive Director, Hoover Education Success Initiative, Hoover Institution at Stanford University
Stephen Bowen currently serves as the executive director of the Hoover Education Success Initiative, a project of the Hoover Institution at Stanford University.
Steve came to Hoover from the Council of Chief State School Officers, which he joined after serving as the Maine commissioner of education. Prior to his role as commissioner, he served as a senior policy adviser for Governor Paul LePage, joining the administration from his position as education policy director at the Maine Heritage Policy Center. He served two terms in the Maine House of Representatives, and began his career as a middle and high school social studies teacher.
Stephen has served on the GSP Board since 2024.
Victor Capellan — CEO, Rhode Island Education Collective
Victor Capellan is an experienced education leader committed to improving learning outcomes for children through strategic and innovative approaches. As senior advisor to the Rhode Island Education Commissioner, he oversaw key initiatives including the creation of the Office of Equity and Diversity. Formerly the superintendent of schools in Central Falls, he focused on equity and established the city’s first dual-language school. Victor has also served as assistant superintendent in Fall River and principal of EBC High School in Brooklyn. Beyond education, Victor has advised political figures and served on numerous community boards, contributing significantly to social justice and advocacy in Rhode Island. He resides in Providence with his wife and son.
Victor has served on the GSP Board since 2024.
Amee Naik — Program Officer, Fidelity Foundations
Amee is a program officer at Fidelity Foundations, where she is responsible for developing, managing, and evaluating a portfolio of philanthropic investments to education-focused organizations. Previously, Amee held multiple program leadership roles at Breakthrough Greater Boston, where she oversaw college access and success programming across multiple sites. She also worked in higher education as an assistant director of undergraduate admissions at Washington University in St. Louis. Amee graduated from Washington University in St. Louis with a B.A. in psychology and Tufts University with a M.A. in child development.
Amee has served on the GSP board since 2023.
